RECORD OF PROCEEDINGS

AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS

IN THE MATTER OF: DOCKET NUMBER: BC-2012-03257

 COUNSEL: NONE

 HEARING DESIRED: NO

________________________________________________________________

APPLICANT REQUESTS THAT:

Her Fitness Assessment (FA) dated 28 Jun 2012 be removed from
the Air Force Fitness Management System (AFFMS).

________________________________________________________________

APPLICANT CONTENDS THAT:

She was placed on a medical profile prior to the contested FA
which exempted her from the cardio component. She was unable to
see the doctor prior to the FA to discuss worsening symptoms.
However, the doctor concluded she should not have been tested on
the sit-up component of the FA.

The applicant’s complete submission, with attachments, is at
Exhibit A.

________________________________________________________________

STATEMENT OF FACTS:

The applicant is currently serving in the Regular Air Force in
the grade of senior airman (E-4).

________________________________________________________________

THE AIR FORCE EVALUATION:

AFPC/DPSIM recommends the sit-up component of the contested FA
reflect "exempt" in the AFFMS. DPSIM states the applicant
provided an AF Form 108, Physical Fitness Education and
Intervention Processing, indicating she had been evaluated and
had a medical condition precluding the achievement of a passing
fitness score. She also provided AF Forms 422, Notification of
Air Force Member's Qualification Status, which exempted her from
the sit-up component of the FA. Her overall FA composite score
will change to reflect 93 (Excellent).

The complete DPSIM evaluation, with attachment, is at Exhibit B.

________________________________________________________________

APPLICANT'S REVIEW OF THE AIR FORCE EVALUATION:

On 29 Aug 2012, a copy of the Air Force evaluation was forwarded
to the applicant for review and comment within 30 days. To
date, a response has not been received (Exhibit C).

________________________________________________________________

THE BOARD CONCLUDES THAT:

1. The applicant has exhausted all remedies provided by
existing law or regulations.

2. The application was timely filed.

3. Insufficient relevant evidence has been presented to
demonstrate the existence of probable error or injustice to
warrant removal of the contested FA in its entirely. After
thoroughly reviewing the evidence of record and noting the
applicant’s contention, we are not persuaded the entire FA is in
error or unjust. Although the evidence before us indicates the
applicant should have been exempted from the sit-up component it
does not invalidate the remaining components of the FA.
Therefore, in the absence of substantial evidence to the
contrary, we find no basis upon which to recommend favorable
consideration of her request to remove the contested FA from the
AFFMS.

4. Notwithstanding the above, sufficient relevant evidence has
been presented to demonstrate the existence of error or
injustice to warrant partial relief. In this respect, we note
that while the applicant requests the entire FA be removed, the
Air Force office of primary responsibility only recommends the
sit-up component reflect “exempt” in the AFFMS, and we agree
with their recommendation. As a result of the proposed
correction, her overall FA composite score will change to
reflect 93 (Excellent). Accordingly, we recommend the
applicant’s records be corrected to the extent set forth below.

________________________________________________________________

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air
Force relating to APPLICANT be corrected to show that the sit-up
component of the Fitness Assessment, dated 28 Jun 2012, reflect
"exempt" in the AFFMS.
